United States lawmakers have introduced a new bill aimed at increasing accountability for religious freedom violations and human rights abuses in Nigeria.
The Nigeria Religious Freedom and Accountability Act of 2026, sponsored by Republican Congressmen Riley Moore and Chris Smith, seeks to strengthen oversight of armed groups and government officials linked to attacks against religious communities. The legislation includes recommendations for sanctions, such as visa restrictions and asset freezes, targeting Fulani militia groups accused of perpetrating violence.
The bill also specifically names former Kano State Governor Rabiu Kwankwaso, who introduced Sharia criminal law in the state, as a figure subject to accountability measures.
Congressman Riley Moore, one of the bill’s sponsors, emphasised the US commitment to global religious freedom:
“Today, I am proud to introduce the Nigeria Religious Freedom and Accountability Act of 2026 with Rep. Chris Smith. The US is a Christian nation. As such, we must stand with persecuted Christians around the world.”
Moore added that the legislation builds on the momentum of Nigeria’s designation as a Country of Particular Concern (CPC) under US law and the recent US–Nigeria security framework agreement.
Senior Counsel for Global Religious Freedom, Sean Nelson, praised the new legislation, stating:
“Powerhouse team of Representatives Chris Smith and Rep Riley Moore today introduced a new bill on religious freedom in Nigeria, increasing accountability measures, including recommendations for sanctions against Fulani militias and former Kano State Governor Kwankwaso, who introduced Sharia criminal law there.”
The bill comes amid growing international attention on sectarian violence in Nigeria, with lawmakers highlighting the need for targeted measures against armed groups and government figures accused of infringing on religious freedoms.
