The National Pension Commission (PenCom), in collaboration with Pension Fund Administrators (PFAs), will launch a self-service online data recapture application, the Data Recapture Self-Service Platform (PENCAP), on 1 February 2026. The platform allows Retirement Savings Account (RSA) holders to update their personal records remotely without visiting PFA offices.
PENCAP targets RSA holders who joined the Contributory Pension Scheme (CPS) on or before 1 July 2019 and have not completed the data recapture process. The initiative is part of PenCom’s effort to enhance data integrity, improve service delivery, and modernise pension administration through digital solutions.
Why the Data Recapture Exercise Matters
Accurate and up-to-date contributor data is critical to efficiently managing retirement savings under the CPS. Legacy records and incomplete documentation have caused challenges during verification and benefit processing.
The self-service platform addresses these issues by offering RSA holders a secure and convenient way to recapture their data. Improved data quality will support faster benefit processing, smoother verification exercises, and an overall better service experience.
The Data Recapture Exercise began in August 2019 and aligns with the Federal Government’s directive that all data-generating organisations harmonise their databases with the National Identity Management Commission (NIMC). PENCAP integrates the Enhanced Contributor Registration System (ECRS) with NIMC to authenticate and uniquely identify RSA holders using their National Identification Number (NIN).
How the Self-Service Platform Works
The fully online process requires a phone, computer, or device with a camera and internet access for live image capture. RSA holders create a secure user profile with a personal email, complete the online data recapture form, and upload any supporting documents. Biometric verification via live facial capture and a digital signature confirms authenticity.
After submission, the contributor’s PFA reviews the application. RSA holders receive email notifications updating them on the status of their request, including reasons for approval or rejection where applicable.
Why RSA Holders Must Comply
RSA holders enrolled on or before 1 July 2019 who have not recaptured must update their records online to migrate their data to the ECRS. Completion is necessary for participation in the Retiree Enrolment and Verification Exercise and to access key pension services, including retirement benefit processing, partial RSA withdrawals for mortgages, temporary job loss withdrawals, and RSA transfers between PFAs. Failure to recapture will block access to these services.
PenCom’s Strategic Objective
The launch of PENCAP reflects PenCom’s commitment to innovation, transparency, and efficiency in Nigeria’s pension industry. While the self-service platform is the primary option, RSA holders may still visit their PFA branches for physical recapture.
